We (the tool and die shop my brother and I own), are signed up witha service called PTAC. Procurement Technical Assistance Center. Since we are in Missouri it is MOPTAC. We get emails on government jobs in our realm of work daily and we got a strange one today that I though would interest some divers (maybe Dr. Bill?) Also Bubski, your recovery operation need to sign up with CCR (central contractor regisration) if you want to do government salvage. Anyway I will not ramble on, but here is the email I recieved. This is a Solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Florida Keys National Marine Sanctuary (FKNMS), Key West, FL to provide primary support to the FKNMS staff in an annual assessment of the extent of coral disease and coral bleaching throughout the Florida Keys. This constitutes the only Request for Quote (RFQ), written offers are being requested; and a written RFQ will not be issued. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. PhD in biology, ecology or marine related field. b) Background in coral reef ecosystem dynamics and resource issues (minimum 6 years experience). c) Experience in coral and marine invertebrate identification. d) Experience in coral disease identification protocols. e) Experience in coral bleaching identification protocols. f) Knowledge of Dry Tortugas and Florida Keys areas. g) Current NOAA Scientific Diver certification or ability to obtain certification prior to annual cruise. h) Skills in scuba diving survey work, ability to perform 3-4 dives per day. i) Ability to live aboard a research vessel, while performing required tasks, for the duration of the research 2. A list of references including name and telephone numbers of firms to whom the offeror has provided service that is the same or equal to that described herein. 3. A completed price schedule for all line items identified in this notice. 4. FAR provision 52.212-3 Offeror Representations and Certifications ? Commercial Items (completed), or a statement verifying that this has been done through ORCA. 5. Certification of registration in CCR. This is a firm fixed price request for quote. SCOPE OF WORK Provide services to act as principal investigator for annual Coral Disease, Bleaching and Condition Survey cruise in the Florida Keys National Marine Sanctuary (FKNMS). The cruise is scheduled for August or September each year aboard a NOAA ship. The Contractor will provide primary support to FKNMS staff in an annual assessment of the extent of coral disease and coral bleaching throughout the Florida Keys by performing the following tasks: 1. Provide for relocation of selected, previously established survey stations; perform reinstallations of stations as deemed necessary. 2. Conduct radial belt transects (8-10 meter swath) at 40 stations throughout the FKNMS. 3. Quantitatively assess and identify coral species presence, size class and general condition (% live). 4. Quantitatively assess the prevalence of coral disease episodic event(s). 5. Quantitatively assess the prevalence of massive coral bleaching episodic event(s). 6. Record general comments regarding additional observations made during the survey (e.g., presence of Diadema, macro algae, coral predators and potential disease vectors, diseased conditions, water temperature, currents and visibility, etc.). 7. Video and/or still photography to document coral conditions observed during surveys. 8. Maintenance and upkeep of all onboard equipment and work spaces relating to data collection. 9. Complete data entry of all data collected and QA/QC data entered, and provide information in a report to the FKNMS project lead/staff. CRUISE DATES Base period: September 22, 2007 through October 1, 2007 aboard the NOAA Ship Nancy Foster. Option I (Year 2008): Cruise dates to be determined based on NOAA ship schedule. (Estimated schedule will be between 08/01/08 ? 10/31/08). Option II (Year 2009): Cruise dates to be determined based on NOAA ship schedule. (Estimated schedule will be between 08/01/09 ? 10/31/09). There are no benefits and the contractor is responsible for payroll taxes and insurance including medical. The contractor shall not be deemed a Federal employee for any purposes including the Federal Tort Claims Act, 28 U.S.C. 2671 et seq., the Suits in Admiralty Act, 46 U.S.C. 741 et seq., the Public Vessels Act, 46 U.S.C. 781 et seq., or the Federal Employees Compensation Act, 5 U.S.C. 8101 et seq. This acquisition will require the services of contractor personnel and contractor owned computer system. NOAA IT systems and/or NOAA network access are not required. The information collected is public data access and is not restricted. The Certification & Accreditation requirements of clause CAR 1352.73 do not apply and a Security Accreditation Package is not required. NOTE: THE ABOVE ARE MIMUMUM REQUIREMENTS.
