Bummer on Roatan 
As for Florida its not covered in snow...but it's not super hot either! .. the water should be high 67-70 in Crystal River mid 70's for Blue Heron Bridge. Ave is 74-75 degrees..
However the snorkeling with manatees is a very unique opportunity as they are still protected and on the decline again due to loss of food sources. The bridge will not be crowded which is a rare thing but also a huge bonus. Diving the bridge is a tidal dive so can only be done during a certain window during the day. About once a month a night dive is offered at the bridge via boat as the park is closed at night so you can't park there. Once I have the tide schedule for our dates I'll post the times of the optional blue heron bridge divers. And we have a professional guide doing the leading/guiding of the bridge so totally awesome!
