I will certainly be using a dry suit....I'm in the process of getting one as we speak. As for timing...great....I can start putting trips together based on the best time to visit. Can you get me a link for the liveaboard you suggest? Thanks and great info!! kI second that suggestion. Also, if you want to see pacific white sided dolphins (and perhaps snorkel with them) April or September is best. You really want to be using a dry suit, though. I can't stress that enough!

I'd vote for September, as the visibility really starts improving in the fall.

I'm assuming you are talking about the liveaboard here...so how far into the fall is good? What are air temps compared to water temps? Any storm issues? Fall is DEMA that we need to work around and going back to school that impacts some of us. Thanks for the great feedback!! Air temps can be from 45 - 85 F. Depends on if they are having an "Indian Summer". Unpredicable, really. Might be raining, might be sunshine.
Water temp will be between 45 - 55 F. So, not only do you need a dry suit, but you need plush underroos, too!
As far as timing, I would book mid to end of Sept as you have a better chance of relatively good weather and seeing the dolphins. Later in the fall it will be colder and if-y weather.
Storms don't usually hit until November - December. If you consider downpours a storm, though, they could happen at any time. I will say, though, that the short downpours in Florida are much worse as the sky simply opens up. Constant rain and gray skies is what you might encounter in BC.
You have to book way in advance because this is a very popular place (like a year in advance for a group).
