I need a PADI instructor needed to perform certification dives for my cousin. He has completed his class and pool sessions but is having a difficult time scheduling the cert. dives with his ship and would like to complete his cert some time this month (any weekend BUT Father's Day). He lives in N. Jersey (Randolph) and would be willing to travel to Dutch, Jersey shore or other locale to complete his cert in either one or two weekends if possible.

I think PADI joined the Universal Referral Program? If so, then any universal referral instructor could do his OW training and he would be issued a PADI C-card by his original class & pool instructor. I could do referral training if a PADI instructor cannot since I'm a URI.

This is true but a padi Instructor can do the dives reqiured provided you take the test from the universal program..The dives are the only thing you can do after issue of cert number they have to go back to the original center to do the rest of the paperworkI'm glad Bob has time because I just learned today that PADI hasn't joined the universal referral program.

I have been a Universal Referral instructor since the inception of the program in 1998. As most of you are aware, the program was set up as an agreement among the six member agencies (now five - IDEA, NAUI, PDIC, SSI, and YMCA) to accept and cross-train each other's students, with the originating instructor issuing the final certification, once all required skills were completed.
There seems to be a lot of confusion on Universal Referrals, so I thought I would try and explain how the system is supposed to work.
A Universal Referral checkout can only be completed by a Universal Referral Location. Every UR Location is supposed to have a copy of the UR Standards and Procedures, which outlines the exact procedure that is supposed to be followed when a student presents a UR form. There is a separate agency-specific section in the S&P that explains exactly how the checkout dives are supposed to be conducted, and what Open Water skills are supposed to be evaluated on those dives for each individual member agency's certification. Upon completion of the dives, the UR form is signed off by a qualified UR Instructor (i.e. someone from one of the member agencies), and then returned to the originating instructor for processing of the certification.
A quick perusal of the Universal Referral website will confirm that PADI is not a "participating agency" in the UR program - they are not named on any of the several web pages where the member agencies are listed. Since PADI is not a participating agency, then there is no way a PADI instructor can sign off on the OW skills for a Universal Referral.
Unfortunately, not every dive shop is a UR Location, and in my experience, it is fairly common for students to do their checkout dives with PADI shops that are NOT UR Locations. What typically happens in this case is that they process it like they would any "generic" referral letter from any agency or instructor. PADI has always had a policy of accepting a referral from any other agency, but they always convert that into a PADI certification on the back end. The student normally must purchase a Crew Pack, complete a Knowledge Review, pass the PADI Written Exam, and then complete the four checkout dives for (what is now) a PADI certification.
There seems to be some systemic misinformation among PADI instructors that they can sign off on the skils and return the UR form to the originating instructor for processing. I am not sure where that information came from, but that is not my understanding of how the system is supposed to work. To the best of my knowledge, I have never received any communication to that effect from either Universal Referral or YMCA SCUBA.
Furthermore, I have checked this with a couple of local PADI instructors here in the Atlanta area (including one Course Director), and that is their understanding of "how the system works" as well.
Peter, if you have been signing off on UR forms and returning them to the originating instructor, then you should not be doing that, and the instructor should not be accepting that signature to issue the cert. No offense intended against PADI, but my understanding is that they were invited to participate in the UR program, but declined. As such, there is no agreement in place for a PADI instructor to sign off on Universal Referral dives, and they should not be doing that.
Please do myself (and all the other UR instructors out there) a big favor and follow the standards as written. To do otherwise creates a lot of confusion and misunderstanding, and makes it very frustrating for a student who returns from a certification trip with an improperly filled out form. On more than one occasion where the standards were not followed, I have had to tell a student "I'm sorry but I can't process your cert". That always leaves them in limbo, and they don't understand why. As instructors and professionals, we should know the standards and follow them as written. It makes life easier on everyone.

See now thats why I'm a PADI Instructor as well as a PDIC UR Instructor.Well said .....Im a PDIC referral instructor as well as instructor trainer and have had to tell a padi students that as well

NAUI and SSI have each told me directly that they're quite happy with the arrangement
Both NAUI and SSI HQs have specifically told me that they approve of the current arrangements. I had an exchange of emails and a couple of telcons with the respective training managers/directors. NAUI sent me copies of the relevant standards which are otherwise not available to non-NAUI instructors. I have never had a query raised over any student I have conducted the certifying dives for.
In San Pedro I know of one now inactive NAUI instructor and no SSI instructors. So this is driven by practicality and is welcomed by the two agencies I cite. NAUI have asked me to become a NAUI instructor, something I have so far done nothing about.
