It is however our internet provider. We have been working with them on a number of factors including but not limited to the following in lay person's terms. (If you are technical and I have made a mistake in something I've said please pm or email me to educate me! But if you do I just might recruit you to help!)
1. We have moved to a static IP to see if that will help reliability as well as spam issues etc.
2. We are currently on a shared server meaning other accounts use that server. Since the one we are on seems to be more unreliable than perhaps others....we have requested we be moved to another server.
3. We are looking at going to a dedicated server but that will be 4-5x the cost of our shared server.
4. We are looking at using another provider but that would involve moving the site which given its size is a very riskly proposition and hence why we have asked our members to help us reduce the size of the site and help keep it more manageable.
So please bear with us as we work to resolve the site performance issues we are experiencing and please DO NOT THINK ITS YOU!
