ok all you PADI haters.
i put my money in.
and i got free nitrox.
if your Nitrox cert is from PADI, you get free nitrox when diving at Sam's in Palau.
any NRC affiliated shop is supposed to do the same, but i can only speak for my experiance in Palau.

National Rebreather College.What is NRC?
i don't know much about them. i think it is a german company.
they taught nitrox and rebreather courses.
they were so into nitrox being the "safer" dive gas, that they wanted all their shops to provide nitrox at no extra charge. to get more people using it.
PADI bought the company, and so no all NRC nitrox cards are PADI cards.
since the shops don't know if your card is from PADI or NRC, they allow anyone with a PADI card to get the nitrox fills.
