that doesn't change federal law.I know people who have US and UK citizenships and carry passports for both. I know of one person who actually has citizenships in the US and two other counties.
if they are a naturalized US citizen, and they maintain a foreign passport, they can loose their US citizenship.
being born on US soil, a person is automaticaly a US citizen. if they choose to claim citizenship elsewhere, ie, their parents are citizens of another country, they can. however, they risk losing certain rights. no US court will recognize dual citizenship.
if they are carrying passports for the US and for some other country, they are in violation of US federal law.
OK, lets make a deal. If you stop telling me how to dive, I'll stop going down to the bus station at 2am to slap d***s out of your mouth.

Having had my 100 ton inland MMD/Mates license I can say that I would recommend you contact your nearest Coast Guard office or an approved school for the information and training you will need for this type operation.
Experience and equipment is very important to the USCG.
Safety is paramount as well...
