Another create way to mend a hole in neoprene is to...
It's Winter time - you know you're a diver when you're scraping ice off your windshield INSIDE your vehicle...!

use Monopolova Vodka as a reductive solvent/binder. But if we drink enough Monopolova, we might learn how to spell "creative". LOL!!!!!
